OVERVIEW

Associated Students, Inc. (ASI) employs student-focused professionals with equity-mindsets. Established in 1963, Associated Students, Inc. (ASI) is a non-profit corporation led by a 14-member board of elected student leaders. ASI is an auxiliary organization authorized by the California State University Board of Trustees to perform Student Life functions for Cal Poly Pomona students. ASI provides opportunities for student engagement, student leadership and employment, and a multitude of Student Life programs and services e.g., recreation and wellbeing, student union and activities, student government, clubs and organizations, food pantry, and childcare. The administrative and student support areas of ASI include human resources, financial services, information technology, facilities management, and marketing. ASI employs approximately 500 part-time students and 60 full-time staff members. ASI accepts the responsibility for conscientiously managing mandatory student fees and state-owned facilities: $18M annual operating budget, $5M annual debt service, approximately $24M in reserves, and 294,253 square feet of student space (student union, recreation center, and pool). ASI is in the Cal Poly Pomona Division of Student Affairs with a dashed reporting line to Administrative Affairs. ASI serves the entire campus population, including over 28,000 students.

POSITION DEFINITION

Under the general supervision of the Director of People, Culture, & Governance, this Manager position has full oversight of the unit preparing diverse student leaders to govern effectively and to engage ethically in campus, local, state, and federal issues, as well as, for outcomes in student-government leadership learning, participation equity, candidate pipeline & turnout, and advocacy impact. The role provides day-to-day supervision of the full-time Senior Coordinator and oversight of the part-time office support staff.; and has responsibility for unit strategy, people leadership, and the unit budget. The Manager collaborates across organizational units to assess governance readiness, leads the annual action-plan development with student leaders,  partners with marketing to streamline communications that drive leadership participation, advocacy engagement, and candidate interest; leads and manages the education development, outreach, and logistics of Elections (no adjudication), and partners with university key stakeholders to support student government relations and advocacy learning in a nonpartisan, policy-compliant advocacy education.

ESSENTIAL DUTIES

Unit Supervision & Leadership

• Provides oversight and supervision for the recruitment, hiring, training, development, coaching, evaluation, and management of the student government support team; full-time Senior Coordinator (1), and part-time Lead (1), Office Support (3)
• Provides oversight for the development, enhancement, management, and evaluation of the unit standard operating procedures (SOP) including all related documentation, policy alignment, and provides supporting details for instructional/training integration
• Prepares, presents, implements and administers the unit budget; prepares cost estimates for budget recommendations; submits justifications for the student government unit
• Advises student government leaders on scholarship design and structure and related budget discussions
• Oversees and assesses student government scholarship awards, including verifying eligibility, coordinating disbursement with financial aid, and ensuring compliance with ASI and institutional requirements; leads the development and maintenance of the scholarship memo of understanding with key stakeholders
• Prepare, present, and implement short and long-term unit goals for unit in collaboration with key stakeholders
• Maintains open communication with key stakeholders

Student Leadership & Advocacy

• Provides oversight, leadership, and education for leaders, advisors, and staff ensuring compliance with ASI/CSU policies, Robert’s Rules of Order, Newly Revised (RONR), and the Gloria Romero Open Meetings Act of 2000 (California Education Code §§ 89305–89307.4).
• Guides student government administration in the ideation and co-development the annual action plan, coordinating the assessment and reporting outcomes
• Provide oversight for the design, sequencing, development, and implementation of a student government leadership curriculum including but not limited to; onboarding, orientations, workshops, and advanced seminars, aligned with ASI’s guiding ideas and governance competencies
• Instruct & facilitate retreats and implement a peer-mentor/coach model for student government leaders;
• In collaboration with key stakeholders, co-develop a student leader advising model, including selection, invitations, training, and support for ASI and University advisors selected to serve as individual or committee advisors.
• Provide nonpartisan advocacy education in policy literacy, ethical campaigning, and constructive dialogue; ensure compliance with ASI/CSU policies and bylaws.
• Provides oversight and direction of governing policies, codes, and processes
• Has oversight of nonpartisan advocacy education in policy literacy, ethical campaigning, and constructive dialogue; coordinates advocacy touchpoints with CSSA and campus/local/state partners in alignment with Elections education/timelines; does not adjudicate elections matters.
• Provides oversight of stakeholder diplomacy & issue navigation: serves as primary liaison with University Government Relations and key campus/community partners; coordinates with student leaders to address sensitive or high-visibility matters related to on-campus, local, state, and national affairs; ensures a nonpartisan, policy-compliant approach; prepares briefings and talking points; guide interest-based problem solving discussions, documents agreements, and escalates/coordinates resolutions per established protocols while protecting confidentiality.
• Provides oversight for defining learning outcomes and equity metrics for civic leadership and advocacy programs.
• Lead the candidate pipeline & turnout strategy including but not limited to designing and delivering orientation and info sessions, office hours, peer panels, and digital content that demystify roles, time/commitment, responsibilities, and growth paths for elected and appointed positions.
• Oversight of tracking and reporting candidate awareness, intent-to-run, and yield by constituency; use findings to iterate outreach and programming.
• Provide oversight for the development and management of the dashboards for competency gains, participation/retention by subgroup, candidate pipeline diversity, turnout, and advocacy outcomes.
• Publish term and annual summaries and lead after-action reviews to drive continuous improvement.
• Co-lead communications campaigns with Marketing to increase leadership participation, advocacy engagement, and candidate interest.
• Align governance readiness work in partnership with the Senior Coordinator, ensuring effective coordination with University Government Relations, campus stakeholders, and external partners to support cohesive communication, alignment of priorities, and successful implementation

General

• Participate in campus-wide collaborations that serve the overall mission of the department, ASI, the division of student affairs and the university
• Attend all trainings, meetings, and workshops as required
• Perform other related duties to support the mission of ASI, as assigned

QUALIFICATIONS

Education & Experience

• Master’s degree required in Higher Education/Student Affairs, Student Leadership Development, Public Administration, or closely related field
• Demonstrated experience designing/delivering leadership curriculum and advocacy education; equity-minded assessment; facilitation across diverse groups; partnership with campus stakeholders (incl. Government Relations);
• familiarity with parliamentary procedure (e.g. RONR) and working knowledge of the GROM Act.
• Knowledge of college student development theory and practice
• Minimum four years of progressive process/operations leadership, including at least three years of progressive management and supervision experience; Higher education experience, preferred

Knowledge, Skills, & Abilities

• High political acumen and diplomacy in a higher-education setting; demonstrated success engaging senior administrators, elected/appointed officials, and community partners on sensitive or contentious issues.
• Advanced facilitation, negotiation (interest-based), and conflict de-escalation skills; able to convene diverse stakeholders and reach workable agreements under time/pressure.
• Exceptional judgment and discretion with confidential/sensitive information; strong crisis-communication awareness and issue-management discipline.
• Stakeholder coalition-building and influence without authority; ability to translate complex policy into plain-language guidance for student leaders.
• Policy literacy relevant to student government operations (e.g., CSU/ASI policies, Robert’s Rules of Order, Newly Revised (RONR), Gloria Romero Open Meetings Act) and the ability to ensure program alignment with these requirements.
• Strong facilitation, communication, and stakeholder-management skills; commitment to equity and inclusion.
• Ability to set performance indicators/control plans and report before/after results; comfort with basic statistics for improvement.
• Comprehensive knowledge of Microsoft Word, Excel, PowerPoint
• Ability to synthesize information and write reports
• Knowledge and understanding of assessment and evaluation methodologies

While performing duties of this job, the employee is frequently required to sit, talk and hear; manual dexterity, and eye

hand coordination, and verbal communication; use of office equipment: telephones, calculator, copier and fax. Must be able to walk, stand, bend and lift up to 25 pounds.
